someone who keeps undoing an administrator's edits
Usually on Fandom an edit made by a local admin is not more important in itself than any other edit made by a regular user. In that regard, and judging by your post here only, you are edit warring as much as the other user is, and you should not do that.
Instead, you should present the reasons why the edits made by the other person goes against the rules or guidelines of your wiki, for example:
Another good practice when there's an edit war between an admin/mod and a regular user, is to call for the help of another admin/mod that's not directly involved on the editon of that particular article. And the other admin/mod should give their opinion with impartiality, considering the rules and guidelines of the wiki only, and not the fact that one of the user is an admin.

I'm unsure if the user is that gachatuber herself
Your problem started way before that, because you are probably violating a content policy of Fandom.
The mentioned article reads:
Spark Tanya is a gachatuber with 5 subscribers. she’s new and start doing memes
While Fandom's Community Creation Policy - Living people instructs:
Please do not create communities or pages (even humorous ones) about living people who aren’t publicly notable, including classmates and teachers, gaming clans, forum communities, YouTube or other social media personalities and more. Even positive articles about people can cause unnecessary drama and may become a tempting target for personal attacks, cyberbullying, unwanted exposure of personal information, and other violations of Fandom, Inc.’s Terms of Use. Remember that any article that uses a person’s real name, username or pseudonym can show up prominently in internet searches, and may become a target of pranks or malice long after the original authors have moved on.
