I don't know where you've read that but it's wrong, unless a certain wiki has set up such local rules, and that would not be very common.

You can delete templates like any other page (given you're an admin or mod).

I don't understand why you would make a new infobox every time, that's not what templates are meant for, and it's no wonder this leads to too many infoboxes on the wiki.

But as said, please make a new topic for your infobox issues, and don't forget to add links to it.
