It would be a wiki for 20-30 players of the same game, forming a themed group (e.g. Cyberpunk-themed avatars). The wiki created would serve as a space for event hosting, sharing stories, and posting fanart.
Wikis that aren't allowed include:
"Chat only wikis
Solely used to upload images
Wikis used to organize raids
Topicless wikis (ex. only used for spam, vandalism, nonsense, etc.)
In-game trading wikis
Political wikis that advocate for or against any political ideologies
Wikis about sex, fetishes, or other pornographic subjects
Wikis about non-famous/not notable people
Duplicates of already existing wikis
Any wiki that violates Terms of Use"

What No0n4m3S said plus you are not allowed to restrict access to the wiki. So there would be no way to cap the number of users to just 20-30.
