Nope. It's only impersonation if you start pretending to be them (ex. claim to be them, change your username/global nickname to be similar to theirs, copy their bio, etc.)
Continuing on N0on’s message, some people actually steal each other’s profile pictures so they can represent a group, which is common in popular wikis.
