Only big wikis have FandomDesktop forced. If you want to turn it on for yourself across all wikis, do it on your user settings.
Nah, I think I like the old format better, So I'll keep it for my wiki. Also if the New Format is only for big wikis, then how come Commuinty Central doesn't have the New Format activated?
Because everyone on CC hates the new theme. Also, I see it's mostly forced on gamepedia wikis.
Ah. Okay. But one last thing. How come it seems like with this new update you choose if you want it or not, but with the one before it you know the one my wiki, and this one currently have how come that one was basically forced onto all wikis, but this new one isn't?
It's only forced on a small number of actually important wikis. Otherwise, it's a personal choice.
Eventually it will be permanent across all wikis.

What we think is not really relevant. Fandom are dropping the old skin entirely, for their bussiness reasons.
If I recall correctly, on some of the bigger Wikis, it's a choice thing among Admins. There is a button on the Admin Dashboard that puts them at the front of the list, and it's perk being that those Wikis are the first to get bug repairs with the new desktop.
There was a group of 300 wikis which Fandom contacted ahead of time to discuss the change. Those wikis got help from Fandom in making the necessary adjustments and were used as a test group to make sure the new skin didn't have significant negative effects on SEO (i.e. what makes Fandom its money). So can see this blog post announcing this test group. FandomDesktop was rolled out on June 1st for all wikis (but not "forced") and this blog was posted a week later; when the test was supposed to start. However, as you can see from the blog post, the test was delayed by 1 week.
Most of the other wikis are not going to receive special help with the transition. When they are ready, they can use the button Legendary Super Saiyan Fennekin mentioned to indicate that the wiki is ready for FandomDesktop to be the default skin. As announced earlier this week in this blog post. New wikis are now created with FandomDesktop as the default skin and Fandom has already begun changing the default skin for older wikis; starting with those whom have indicated that they are ready. Note that Fandom will make the change for all wikis at some point whether or not those wikis indicate they are ready. However, Fandom has not been forthcoming on when they expect that will be.
Sometime after (or perhaps exactly when) all wikis have been changed to use FandomDesktop as the default skin, Fandom will remove Oasis, Hydra, Hydra Dark, etc. so that the only desktop skin is FandomDesktop and the only mobile skin is FandomMobile. At that point, no one will be able to use any of the older skins. An intermediate step could be to mark the old skins as "unusable" (Fandom has already done this for some Gamepedia skins). This would prevent users from setting those skins as their personal defaults but would still allow users to use the skins via the URL query parameter useskin. However, it is not clear if Fandom will take this intermediate step or if Fandom will just remove the old skins immediately after the wiki defaults have been changed.
