Right but you just said the same thing twice. Underage IS under 13 (or 16 where applicable)
For me is 13,14,... underage but allowed on Fandom.
Under 13 you are underage and not allowed to be here.

Right but be careful. When using one word that could mean two different things, especially when one of those things is illegal, it gets tricky. Underage on Fandom means in violation of COPPA or other local laws. Whether or not you use the word underage to mean something else is up to you, but your way is not the main way and you need to make sure you're being clear that your use of "underage" might not mean the general Fandom use of "underage"

@OliverDeBrizz if I'm not mistaken, I don't think it matters where you are because ultimately Fandom is a US company? So I think these rules are global for anybody on Fandom.
COPPA and GDPR apply to both any data collected from respective citizens/residents as well as any data collected by companies based in member countries (regardless of whom the information was collected from). Here is a table:
