Well, some global blocks are not permanent, but only FANDOM staff can tell if that's true.
Don't confuse global blocks with IP blocks. IP blocks are separate.

An IP block may be initiated when a global block is applied, but it is functionally separate and may have a separate timer. Long term IP blocks are dangerous, because they risk blocking folks who happen to have the misfortune of sharing the same IP as the blocked user.
There are several types of IP blocks. The ones I know about are global single IP, global multiple IP, global range, local range, local multiple IP, and local single IP. All but the last two can only be done by FANDOM staff. For admins, local multiple and single IP are basically done at the same time, but becomes multiple only if the blocked user tries to login from a different IP.
Of course my knowledge is partly guessing.
