Actually, maybe better use transition-duration: 2s;, as this will make a smooth transition rather than just waiting two seconds and then suddenly take it off. You can also use both to have a delay and then a short smooth transition.

Oh, how about the a:hover ones? Because the fade out only works on some links, for example it doesn't work on the preview wiki's text, the one that directs you to the wiki's community.

Putting a delay on the :hover selector will require you to hover over the link for that time before you see the effect.

The reason it doesn't work on the community header, is that there is another transition applied specifically to that header and overriding the general one. To override it, you have to fake specifity for your rule. You can do that by replacing a and a:hover with .mediawiki a and .mediawiki a:hover

But will the other currently working glows be changed?

They are not supposed to, though you can never be sure what will happen with all those stylesheets around :D
