There are several ways, depending on how your page is structured and how you want it to look. In general, tabs (tabbers and tabview) are not really recommended, partially due to mobile and web version displaying the same thing very differently. Other alternatives are making subpages and using the pages as some sort of navigation pane, just writing everything below each other, or trying to find another structure where tabs are avoided.
To word it a bit differently, there is tabber which allows tabbed contents, and you can then transclude the subpags into it like templates. But usually the best way is to make an upper navigation bar that gives the feeling of tabs while it is actually links to the pages.
I use similar structure methods on some pages but then it's 3 pages into one.
Say I have a page and another very small page and I want that small page display on the big page under a header. Is there a HMTL "display this page scroll 400 px" sort of code? Might not at all be functional but I would like to know if it exists.
