No, it isn't. The closest thing I can't think of is Wiki-Utilities https://github.com/Sidemen19/Wiki-Utilities you might want to check it out. For the blocking users part, I don't believe it can be done, you would have to ask staff for AbuseFilter the closest thing to it, a script would have to be running 24/7 on the site or somewhere. Someone will be able to explain it to you better than me xD

I think some clarification might be in order. On wikis, "bots" are not programs you leave running 24/7 while you log off and do something else. "bots" are just a special status that give a registered account access to higher data transmission rates so that users can perform large batches of actions. The status also places a flag on the edits so that they can be filtered out when looking at activity logs. "bots" that run 24/7 and act on certain events (such as AbuseFilter and the welcome tool for legacy wikis) must be installed server-side by Fandom. As such, wikis cannot run those types of bots.

I wouldn't even NEED a bot if my admins would even DO ANYTHING on my wiki. But do they? No. They have not made one page, not edited one page, OR EVEN MESSAGE ME TO TELL ME WHAT THE HOLDUP IS!
You could assign someone else, you should not bluntly try to create a bot just because the admins there is not responding, maybe they quit Fandom?
I don't think all 4 of my admins quit fandom simultaneously
Let's say you have a Wiki with 6,000 pages and you want to delete a category which is present on 300 pages. It'd take a lot of time if a human was to do such a thing, which is where bots come in.
It sounds like you are looking for wiki editors and/or moderators - there is currently no bot in the world that can replace humans with that.
Is what you are saying is that you are the only editor on the wiki? If you are currently the only one interested, just build it slowly. If you are one person, do a work of one person.
Which wiki is it, by the way?
