How would user pages help with vandalizing users? Do you mean message walls or talk pages - note that they still don't get notifications.
I think the best solution is giving a short block and mentioning the problem in the block reason. You can also put links on there. The user will see it unless the next time they come back is after the block is over.
Edit: forgot to mention - the users on the forum are not Fandom staff. Requests should be sent by https://fandom.zendesk.com/hc/en-us/requests/new

Well, they still have a contributions page, so you can block them the same as before. Can you link to something where you have difficulties with finding the offending IP?

I guess you never saw an unregistered user who's active in a social cummunity. Anyway the question here turned out to be just about the ability to block.
For example, I recently noticed on this article: Impostor | Roblox Break In Wiki | Fandom, the comments section is filled with stuff about the Impostor in Among Us. I don't know why, but most of it is anonymous users doing it, and I deleted some but there's more.
Well it's honestly buggy, but click on the icon next to "A Fandom user" and you'll reach a page named User: and the IP number. The page displays an error, but still you can change the address in the browser from User: to Special:Contributions/ with the same IP number and block the user.
Also if the comment was made recently, it will appear in Special:SocialActivity with the IP displayed and the Contributions page linked.
