So on my wiki, we found that two users had the same IP address, so we assumed they were multi accounts.
Now, that person claims that the second account belonged to his friend, but his friend made the account at the person's house. That was his excuse for the two accounts having the same IP address.

I don't know how it works, maybe staff could provide insight but as far as believing their story. Wikia/Fandom has an Assuming good faith sort of mandate.

However, that user has had a history of causing trouble, and he has also used the other account to help him get admin and mod positions for himself.
Can you link their (suspected) accounts?
