How can I make another user into an admin? I looked at Special:UserRights but it doesn't seem like I can give another user admin rights...?

You need to be a bureaucrat for that. Since the wiki has no active b-crats at the moment, you can discuss your position with the other admins and users on the wiki and then start an Adoption. The process is the same as a regular adoption, just make sure you mention you want bcrat rights and link to the discussion.
