As the system updates every Wednesday and I've just seen a blog they've written (User_blog:DaNASCAT/Technical_Update:_July_9,_2013), I highly doubt that the latest technical update affect this customization. I've put a comment in that blog and I'm hoping for some notices.
It seems like currently MediaWiki:Chat-welcome-message no longer allows adding the <img onload="" /> tag for loading the script. I hope they are going to fix that.
If by CPW you mean "Club Penguin Wiki", this line was removed from the chat welcome message today.
The Creepypasta Wiki doesn't use this "extra" to their MediaWiki:Chat-welcome-message, so it should be fine there.
Firstly, as this is a user created script it is completely unsupported by Wikia in it's current version. Hopefully this will be changing soon but no eta on that if it happens at all.
Secondly, do you have any links to where this isn't working? the system messages are still being used in chat, so it may be something else that's broken.
Edit: Just seen the problem in cod wiki chat.
What's happened is that the page no longer accepts raw html. To work around this, you'll need to create a new mediawiki page and then add verbatim tags to the chat-welcome-message, transcluding the html into the message.
