On the Nitrome Wiki, we have a rule where you can't upload personal images (images unrelated to Nitrome) or Nitrome fanart (fan made Nitrome images). An alternate place to upload both types of images is offered: upload Nitrome fanart to the Nitrome Fan Fiction Wiki, and upload personal images to an imagehosting site. After that is done, users are directed to follow a written guide to embed their images.
Although this method is flawless, the problem we have is that users don't usually read this, as it is located only in our policy (which we link to in the welcome message), and on the upload/multiupload page that is not in the visual editor.
The reason users don't read this is sometimes their first edit is uploading an image, or changing their avatar, and for reasons unknown they don't read the policy. One method I thought of trying is having one of those Wikia Notifications (you know, the ones at the bottom-right of the page (example on this page)) displayed. I know how to code them, however, what I was wondering is if it were possible to restrict the appearance of the Wikia Notification to a certain group of users.
What I mean by "restrict the appearance" is if it is possible to have only users in a certain group see the message. For example, users with under 10 edits only seeing this message, or users who have never uploaded an image.
