I have a random quotes template on my wiki. But it keeps randomly choosing the same three or four quotes repeatedly and rarely chooses any of the other quotes set up in the template. Is there a way to make the selection more random?
From what I've seen, hitting the "refresh" link seems to do the job correctly. And from the code of the extension, everything is set up correctly and the random generation function seems to be quite good.
What you could do, is check what quote is there more often and balance the selection with the weight attribute.
All wiki pages are cached both by the server and by your web browser. The reason you see the same quote every time you visit the page is because you're seeing a cached version of page. Basically what happens is this:
The first time you visit a page using your quote template, the template code is processed and a random quote is generated
The 2nd (and 3rd, 4th, etc.) times you visit that same page again, you see a cached version of the page, which means you get the same quote that was generated the first time.
